State Sen. Marcia Washington said Fowler had been her pastor for nearly 25 years, and he formed a personal relationship with anyone he met.
"He was more than just a pastor, he was a friend," she said, "he was a mentor. He had an open door if you wanted to talk to him. He would talk to everybody after service. I mean he was just a down to earth man and a friend to all of us."
Multiple community leaders issued statements following Fowler's death.
Victory Baptist Church is hosting a special worship service on Sunday to honor Fowler's life and legacy at 3 p.m.
The service will be broadcast on several of the church's streaming platforms.
