When police arrived, they found someone, later identified as Michael Simmons, with apparent gunshot wounds and immediately rendered aid.
Riback said officers also attempted life-saving measures, but Simmons was pronounced dead at the scene.
Authorities said a white Dodge Charger with a black front bumper was seen circling the neighborhood multiple times before the shooting.
Eventually, Riback said, the Charger stopped and several people got out. Riback said roughly 30 rounds were fired, but only one person was hit.

We're also learning more about the events surrounding the shooting.
Through police documents obtained by Channel 13, we've learned Simmons was a barber and had been invited to the home by the resident to cut his hair.
Investigators believe the shooting was an act of retaliation by members of the "Five" gang. The home's resident is a documented member of the rival gang "YNIC" who is suspected of murdering "Five" gang member Gerald Harvey.
At the time of this report, Harvey's 2024 murder is still unsolved.
According to the arrest report, members of the "Five" gang staked out the neighborhood multiple times and made plans to use rental cars and leave their cell phones behind on the night of the shooting to avoid detection.
However, investigators were able to use rental car GPS data, Ring doorbell footage, cell phone records and prison call monitoring to build their case.
