TRAFFIC TROUBLES: Project Neon update

Interstate 15 northbound to U.S. Highway 95 northbound ramp is back open in downtown Las Vegas. The ramp was moved farther north in order to make room for a High Occupancy Vehicle flyover, as part of Project Neon.
