The original incident started when officers reportedly tried to stop Williams after he was riding his bike without a light. He then took off, and officers ran after him.
While being handcuffed, reports showed Williams saying he couldn't breathe and passed out.
The attorney representing the family has talked about steps going forward. Police said they plan to examine the incident thoroughly and fairly while understanding the family's hurt and frustration.
