Las Vegas Mayor Carolyn Goodman will honor performer Frankie Moreno with a proclamation Friday.
He will be presented with the Encore Award for Musical Excellence. It will take place at a fundraiser to benefit the Nevada School of the Arts at the Palms hotel-casino.
