A video of 2 children on a ledge of an apartment building in California is going viral.
It happened in Vallejo, California. The children eventually went back inside unharmed.
The woman who shot the video called police but it took them 30 minutes to respond. The police department says the call was not prioritized. They admit it was a mistake and says it won't happen again.
