David Williams appeared in court on Tuesday after driving under the influence of drugs and crashing into a motorcycle police officer on Sept. 16.
The 19-year-old suspect participated in informal counseling for at-risk youth, according to police officials.
Williams' impairment came from marijuana that was apparently obtained with a medical card. Prosecutors said he had a fake ID.
Bail is set at $200,000. Williams will appear in court again on Sept. 27.
