Oakland Mayor Libby Schaff is detailing plans to build a new stadium in a last ditch effort to keep the Raiders in Northern California.

It's coming only days before the NFL owners meeting in Phoenix, where a vote is expected on the Raiders proposed move to Las Vegas, but Schaff says she's not giving up.

"Do not give up on us until this is over... we are doing everything we can to send a message, we are serious," Schaff said. "This deal is done here, this is where the Raiders should stay."

Schaff issued a statement saying the necessary work has been done to offer a solid plan to build a $1.3 billion stadium on land where the Oakland Coliseum is currently located.

She also says Fortress Management Group is willing to contribute $600 million.
