Several 911 calls came in reporting the alarming billboards at I-15 and Desert Inn Road, I-515 and Sahara, and I-15 and D Street.
Police launched an investigation, but could not find who may have been responsible. The department's graffiti investigation unit and gang crimes unit are now releasing new information, hoping the public can help find who did it.
They say the mannequins were "extremely light weight, and appear to have been homemade."
Police say their origin may be key in solving the crime.
Anyone with information is asked to call Crime Stoppers at 385-5555.
