Street peddlers shut down on Las Vegas Strip
Las Vegas, NV (KTNV) -- Clark County Commissioners are taking steps to clean up the Las Vegas Strip.
They passed an ordinance on Tuesday to give police clear guidelines on stopping street peddlers, like 16-year-old Billy Winkler. He makes about $140 dollars a day selling bottled water. County Commissioner Chris Giunchigliani is a fan, but says, "He's already breaking the law. Billy's a great kid, and I appreciate his entrepreneurial spirit. He already is." Winkler has been selling bottled water on the sidewalks in front of major resorts for two years. He says, "We're willing to pay money for the business licenses so that we are legally able to sell the water on the Las Vegas strip." Kiosk Owner Peter Newman has a business license, that he says he constantly has to defend. He says, "I was not only harassed, but placed in handcuffs." Claims of harassment and selective enforcement by Metro Police are just part of the reason the county wants to clarify rules on a public right of way. No one can charge a fee for any product; not even for photo with a costumed character. However, people can ask for donations, or engage in free speech, even if it's a handbill that becomes litter. Commissioner Giunchigliani says, "I still believe that years ago commissioners allowed zoning changes to come into play that forced people into the street, that restricted access by allowing kiosks out there in some instances." Newman thought he was in the clear. He says, "We got our business license on the tenth of last month. We paid thousands of dollars... We are, as of now, out of business." The ordinance passed today will go into effect in a couple of weeks. It's part of a series of moves planned through a six-month pedestrian study Commissioners and members of the resort corridor began in May to look at ways to protect tourism on the Strip. Options being examined to control street performers and handbillers include requiring them to get licenses.
