
Las Vegas, NV (KTNV) - Shopping for some women at a local Target store turned into a shocking experience, after a man showed them more than they ever wanted to see.
Police documents say Joseph Pelaez walked into the store on Grand Canyon, near Flamingo and the 215, on a mission. The 35-year-old reportedly walked into the store's electronics section and pulled out his penis. It wasn't long before shoppers say he started to masturbate behind an unknown number of women.
What is even more disturbing than what he was doing is the fact that police say it's not his first offense.
According to Pelaez's arrest report, he has a prior arrest for open and gross lewdness at Walmart. Investigators say Pelaez was videotaped by security cameras during that incident also "following women and masturbating in front of them".
Police confronted Pelaez at his place of work a week after the most recent incident at Target. He allegedly denied what he did, but once again police say his obscene behavior was caught on camera.
When confronted with the surveillance video, Pelaez reportedly stated "I didn't ejaculate!". After that, his arrest report says he explained to investigators that "women are attracted to him and that it is not his fault."
A woman who lives next to Pelaez says he lives with his daughter and a girlfriend. She was shocked to learn about the allegations, but was even more appalled to learn that this may not be his first time doing something like this.
"With my temper, I would have probably knocked him out with my temper, because I don't put up with that. I use to hang out with him every day, and hearing this, wow," said neighbor Tasha Flory.
Meantime, regular shoppers of the west valley Target hope Pelaez learns his lesson and keeps away from the store and random women.
"That is disgusting. It's like, where can you go and be safe anymore. He needs to be taken off the street, provided some mental help and medication," said shopper Kathy Rios.
Documents show that security escorted Pelaez out of Target following the July incident. However, instead of immediately leaving the premises, he reportedly hung out and loitered on the telephone. A police report was then filed prior to Pelaez's arrest.
Peleaz is being held at the Clark County Detention Center on $3,000 bail. He's facing a charge of open and gross lewdness as a second offense. An arraignment date has been set for July 30th.
